Case Study: PGM Logistics Centers Building a Safety Culture — Target Zero Program
In 2004, United States and Canada Market Logistics (USCML) — including 15 PGM Logistics Centers, with larger operations at Memphis, Lititz, Parsippany, Reno and Elk Grove — decided it needed to make a change in safety performance. This led to the implementation of a comprehensive EHS Program named Target Zero (TZ) to drive integration of EHS into all aspects of USCML business.
With the overall objective of eliminating potential colleague injuries and workplace hazards, the TZ Program focuses on three key factors: accountability; compliance; and engagement. Major elements of the TZ Program include a detailed EHS policy, a safety observation program an accountability and development program, and a system to track positive EHS indicators. The TZ safety culture emerged with the implementation of each of these elements.
For example, the TZ culture is visible in USCML facilities where highly engaged colleagues not only look out for each other's safety, but also hold one another accountable. Another key to success has been line management ownership — frequent walk-arounds, staff discussions, and inclusion of safety in all work meetings.
So what progress has USCML been made towards reducing workplace injuries? Early indications are positive. In the first six months of 2006, USCML achieved a notable reduction in injuries — from a Lost Time/Restricted Duty Injury Rate of 2.32 in 2005 to a rate of 0.15, with many logistics centers achieving zero injuries.
The USCML lesson is clear:
- a focus on safety culture works
- leadership demonstration of commitment is essential
- zero injuries are possible
