職務の目的 （人事部 人事企画担当課長）／Position Purpose
本ポジションは、ピープルエクスペリエンス部門 人事部にて、患者さんへの貢献と株主価値の最大化という企業使命の実現に向け、人事の側面から組織力強化と業績向上を支える基盤を構築することを目的とする。企業文化の醸成や従業員エンゲージメント向上につながる人事施策を企画・立案し、従業員が高い意欲と能力を発揮できる環境を整える。また、労働組合との建設的な関係構築を担い、人事制度改定等に関する協議等、事業戦略と整合した労使関係の維持・発展に寄与する。
労働協約・就業規則をはじめとする諸規程の適切な管理運用を通じ、法令遵守と労務ガバナンスを強化し、良好で前向きな職場環境の維持・発展に寄与する。さらに、国内外における日本の法的要件および労使関係の正しい理解を促進し、社内外ステークホルダーと連携し、業務標準化を推進する。加えて、雇用管理デスクへの委託業務を適切に管理し、運用品質向上とプロセス改善をリードすることで、効率的かつ信頼性の高い人事サービスを提供する。
さらに、本ポジションは、人事領域における部門横断的なプロジェクトおよびグローバルイニシアチブに積極的に参画し、プロジェクトメンバーとして、または PMO（Project Management Office）としての立場から、関係部門との連携強化、プロジェクトの推進、ガバナンス確保に貢献する。これにより、全社的な業務標準化・プロセス最適化を支援し、人事機能の価値向上および組織全体の戦略的アラインメントに寄与する。
主要な役割と責任／ Description of Primary Role & Responsibility
１．人事施策の企画立案（Culture & HR Strategy）
- 経営戦略・ピープルエクスペリエンス部門のPriorityに基づき、業績向上を支えるパフォーマンスカルチャーの醸成に繋がる人事施策の企画・立案を行う。
- 組織全体の成果最大化に向け、評価制度の適正運用と従業員の成長支援を両立させるパフォーマンスマネジメントを推進し、目標設定・フィードバック・能力開発を一体的に機能させることで、ハイパフォーマンスカルチャーの醸成・推進をする。
- Engagement、Wellbeing、キャリア開発等の領域で、社員体験の向上をピープルエクスペリエンス部門内で協業し、推進する。
- グローバルPX施策との整合を図り、ローカルへの適切な導入をリードする。
２．就業規則・労働協約および関連諸規則の管理ならびに労使関係管理（Labor Relations & Policies）
- 労働協約・社員就業規則および関連諸規程の全社的な整合性と適切な運用を統括し、その管理に関する成果責任を担う。
- 法改正・判例・社会動向を踏まえた規程改訂をリードし、改定方針の立案から関係部門との調整、社内展開まで一連のプロセスを主導する。
- 社内の規程運用状況をモニタリングし、コンプライアンス確保のための改善を推進する。
- 労働組合と良好な信頼関係を構築・維持し、労使関係の安定と発展に寄与する。
- 人事制度改定等に関する労使協議にも参画し、経営方針・事業戦略を踏まえた合意形成を推進する。
３．オペレーショナルエクセレンス＆委託業務管理（Operational Excellence）
- GBS、PCSC、Payroll・勤怠・ベネフィット担当等と協働し、ERオペレーション全体の効率化・標準化を推進する。
- 雇用管理デスクへの委託業務の適切な管理および運用・改善を行い、委託範囲の品質向上、プロセス改善を主導する。
- CF向けトレーニングの立案と実行、PMM事務局としての運営、36協定遵守、労働時間・有休休暇取得促進の運用管理を担う。
４．部門横断的プロジェクトへの参画・貢献
- 人事領域における部門横断的なプロジェクトおよびグローバルイニシアチブに積極的に参画し、プロジェクトメンバーとして、または PMO（Project Management Office）としての立場から、関係部門との連携強化、プロジェクトの推進、ガバナンス確保に貢献する
- 組織全体の課題解決や業務変革を推進するため、部門横断で進行する戦略プロジェクトやグローバルイニシアチブにおいて、課題整理、計画立案、関係者調整、意思決定支援などの中核的役割を果たす。人事観点から専門性を提供しつつ、多様なステークホルダーをつなぎ、プロジェクトの着実な推進と成果創出に寄与する
５．人事部所属契約社員および派遣社員への指揮命令および業務管理
必要な能力・スキル・経験／Desired Behavioral and Technical Skills

- 経営戦略やPXのPriorityを踏まえ、常に高い視座で課題を捉え、曖昧さや不確実性の中でも前に進む行動を取る。
- 制度企画や規程管理においては、法令・社会動向を迅速にキャッチし、あるべき姿と現実のギャップを埋める改善を自ら主導する。
- GBSやシェアードサービス、各部門と信頼関係を構築し、組織横断で課題解決を推進する姿勢を持つ。
- 社内ステークホルダー、契約・派遣社員とも協働し、相互の専門性を尊重しながら成果を最大化する
2. Technical Skills （テクニカルスキル）
- 労働関連法、労働組合・労使関係、人事労務諸規則、社員行動指針、グローバルポリシー、社内業務手順（SOP）の深い知識
- HRデータ分析・改善提案を行うスキル
- プロジェクトマネジメント／PMO：部門横断プロジェクトの計画・進捗・リスク管理を担い、グローバルを含む多様な関係者との調整を主導するスキル
- 変革マネジメント：制度・規程改定やオペレーション改革を円滑に導入し、影響分析、関係者調整、社内周知まで統合的に推進する能力
- コミュニケーション／交渉：労働組合、シニアマネジメント、グローバルPXとの調整を進める高度な対人スキル
- ドキュメンテーション：就業規則、労働協約、SOP等を正確に作成し、方針説明や資料化を行う能力
3. Experience （職務経験）
人事制度企画、労政、C&B、HRBPなどいずれかのHR領域で3年以上の実務経験を有し、労働組合、外部ベンダーとの協働、業務標準化やオペレーション改善に携わった経験があると望ましい。さらに、部門横断プロジェクトやグローバル施策への参画経験があることが望まれる。

学士以上

日本語
日本国外の関係者とメールや会議で支障なくコミュニケー ション可能なビジネスレベルの英語力（TOEIC：800点以上）。
