ROLE SUMMARY:
As a Federal Government Contract Manager, you will be accountable for having a general working knowledge of the pharmaceutical and managed care industries and experience in Federal government contracts. You will be responsible for assisting in and preparing Federal contract offers based on complex data analysis, compliance with Federal contract regulations, identifying risks, and assisting in or developing strategic recommendations for presentation and approval to upper management. You will be responsible for your specific assigned accounts, the analytics and contract lifecycle management including payments. This role is oriented similar to project management-like way in that you will work with a large cross-functional team. You will work within the laws and regulations of the Federal contracts, pharmaceutical industry and Pfizer Policies. Federal contracts include FSS, PHS 340B, CDC, Strategic National Stockpile and Medicaid Supplemental agreements.
ROLE RESPONSIBILITIES:
- You will assist in and or may lead in negotiations for Federal Supply Schedule (FSS) contract as well as fulfill regulatory requirements for contract administration process including NFAMP and FCP calculations.
- You will be expected to have the ability to learn or have a general working knowledge of Managed Care (Commercial, Medicare Part D, and Medicaid), Specialty Contracting channels (Specialty Pharmacy, Hemophilia Treatment Centers, Specialty Distributors), Institutional systems (GPO, LTC, IDN, hospital), general concepts of healthcare law and regulations, and how Government Pricing may be impacted by Commercial contracting.
- You will develop contract proposals and agreements that maximize product utilization and profitability while ensuring compliance with all laws and regulations, pricing guidelines, portfolio management, and brand strategy.
- You will develop contract proposals and agreements for Pfizer’s Federal customers which may include Veterans Affairs, Department of War and or other Big 4 agencies for the Federal Supply Schedule and or related solicitations, PHS 340B, Centers for Disease Control and Prevention (CDC), and Medicaid State offices and or their pharmacy benefit administrators based on government pricing calculations in conjunction with analysis of profit/loss, ROI, product and market trending analysis, using Pfizer modeling systems, as well as Microsoft Office, Business Objects (BO), Tableau, Model N/Revitas FLEX and GP, and SAP.
- You will present recommendations to upper management for approval with assistance and support from Sr. Contract Manager, Director/Team Leader, and Strategy Leads as necessary.
- You may be involved in, in collaboration with additional Pfizer personnel, direct negotiations with Pfizer customers.
- You may need to provide additional analysis and documents based on said negotiations.
- You will administer the executed agreement and manage contracts during their term, develop any amendments or communications to the customer that may be necessary, track contract lifecycle and product offers, analyze contract performance and report the results to Management.
- You will assist, in collaboration with internal stakeholders, the development of the annual operating budget and quarterly accrual/formulary tracking updates.
- You will build and foster relationships with many cross-functional teams such as Contract Strategy, Legal, Trade, Sales, Account Management, Product Brand Teams, Compliance, Contract Operations, Pfizer Digital, Government Pricing (CMS), Customer Service, Global Business Services, Corporate Finance, Customer Analytics, and the Pfizer Business Units, in order to successfully manage the contract development lifecycle.
- You may be tasked with any of a number of special projects that may be collaborative or single contributor in scope. These special projects may be assigned or individually developed out of the need for process improvement, increased operational efficiency, or training needs as they may arise.
BASIC QUALIFICATIONS:
Candidate demonstrates a breadth of diverse leadership experiences and capabilities including: the ability to influence and collaborate with peers, develop and coach others, oversee and guide the work of other colleagues to achieve meaningful outcomes and create business impact.
- Relevant work experience in the pharmaceutical industry, government contracts and or pricing, managed care, or contracting 4+ years' experience if BA/BS; 2+ years' experience if MS, MBA, MPH; 8+ years' experience if associate's degree; and 10+ years' experience if High School Diploma.
- Ability to learn Pfizer contracting -related systems such as Model N/Revitas FLEX and Government Pricing, Business Objects (BO), Tableau, and SAP
- Demonstrated effective collaboration with teams across an organization to drive processes and operations
- Demonstrated proficiency in Excel including proficiency with pivot tables, charts, vlookups, and formulas, and proficient working with large data files
- Demonstrated skills in analytical modeling
- Demonstrated proficiency in with MS Word, MS PowerPoint, and MS Outlook
- Excellent interpersonal and communication skills
PREFERRED QUALIFICATIONS:
- Preferred education: BA, MS, MBA
- Comfort with ambiguity; ability to act without having the total picture
- Comfortable working under constant deadlines, and the ability to manage multiple tasks simultaneously. Detail oriented with a passion for accuracy.

The annual base salary for this position ranges from $99 200,00 to $165 400,00.* In addition, this position is eligible for participation in Pfizer’s Global Performance Plan with a bonus target of 12,5% of the base salary and eligibility to participate in our share based long term incentive program.
